Theme B: Whole System Performance recognises that discussion of railway performance often focuses on a few key performance indicators considered in isolation. This is unsatisfactory because it fails to take account of the constraints and trade-offs present in the system. Theme B aims to take a more holistic approach to performance optimisation.
